Abstract

The current research tries to analyze how the institutions and governance influence on the results of the policy of compulsory education in the case of Denmark and Spain and in particular the Spanish’s case studies in the Autonomous Community of Madrid and Castilla y León in the period from 1953 to 2012. For this purpose, we propose an analytic approach based on the Neoinstitutional theory that understands that institutions are the key element and the most influential in public policy. For its development, we rely on governance, as the current system of public management and prism to analyze the output of education policy. Institutions set the rules of the game and governance, how it is played, how these rules are managed. For developing all of the above, we differentiate two dimensions. The political dimension, which will allow us to highlight what aspects of the institutional organization – party system, democracy, constitution, main educational laws, …- that should influence education policy and the educational dimension, which we have developed through education governance and the following indicators:
