Resumen

Dentro de los múltiples nexos de unión que existen entre la actividad urbanística y las Haciendas Locales, la relación entre las variables de ordenación urbana y el coste de explotación de los servicios públicos es una de las más determinantes y menos analizada. En este estudio se propone, en primer lugar, la realización de un recorrido histórico a través de los procesos de evaluación del impacto económico de la ordenación urbanística sobre las Haciendas Locales y, en segundo lugar, analizar, a través de los diferentes estudios existentes, el rol de cada variable en el coste de explotación de los servicios públicos urbanos. Del análisis de estos estudios se deduce que las variables más determinantes son las ligadas a la cantidad de infraestructura existente, como son la eficiencia lineal y superficial, a las que se sumaría el nivel de servicio como elemento definitorio de las características, intensidad y calidad de las prestaciones otorgadas a la ciudadanía
