Resumen

La UE ha introducido desde hace unos años un giro radical en su estrategia política con relación a los acuerdos comerciales con terceros. El objetivo de estos acuerdos no se encuentra ya en los intereses de política exterior, sino que radica en el interés económico consistente en la obtención de un mejor acceso a los mercados de los países terceros. El instrumento jurídico utilizado por la UE en esta nueva etapa es el Acuerdo de Libre Comercio (ALC) de carácter “profundo”. El acuerdo comercial celebrado entre la UE y Canadá (CETA) es el último y más logrado ejemplo de este tipo de ALC profundos, tal y como se deriva de sus elementos sustantivos e institucionales analizados en este trabajo. Aunque no queda claro si esta clase de acuerdos son tan ventajosos económicamente para la UE como para sus socios, lo cierto es que aquella se ha lanzado a un proceso vertiginoso de conclusión de estos acuerdos con el objetivo de influir tanto en la agenda como en la regulación comercial internacional, lo que está afectando profundamente al sistema comercial multilateral y a la OMC como foro global.
