Laburpena
The work presented addresses the problems posed in recent years as a result of the reversion of various public services, which until then were outsourced, to direct management at the local level. Specifically, the various limitations that are contained in the rules of local government, budgetary, public procurement and public employment are addressed and different proposals are made to reconcile them with the provisions established in the Community regulations, among which the extension of the subjective scope of the EBEP, applying the principles of merit and capacity, to the selection of personnel in outsourced services.
