Abstract
Public procurement, like any other process, requires monitoring and control systems. Throughout all its phases (design, execution and final provision of the object of the contract) there are a multitude of risks derived from complexity and uncertainty. The concurrence of interested parties with sometimes juxtaposed objectives (administration, economic operators and end users), the definition of the object of the contract, deadlines for execution, choice of the contracting procedure, criteria for admission and evaluation of proposals, competition, mechanisms for monitoring the contract, etc., are some of the possible sources of risk that may affect the normal development of the contract. Systematic risk management, including identification, evaluation, treatment and monitoring, is an appropriate tool. It allows performance measurement and detects weaknesses in the system that need to be treated. This article presents the need to carry out a systematic evaluation of the risk in public contracting, allowing the generation of a base of learned lessons that will enable future proposals based on the principle of continuous improvement
