Résumé

The main criterion for determining the development of a territory is, since 1990, the Human Development Index (HDI). This indicator was not calculated for the cities of Melilla and Ceuta and therefore could not be used as comparative with the rest of Spanish autonomous territories. The HDI is calculated on the basis of the recommendations of the United Nations Development Program (PNUD, 2013) that make it possible to compare indexes of the Spain and Morocco, as it is bordered by the only two Spanish cities in North Africa. The values obtained for the different autonomous Spanish territories exceed 0.8 out of 1, indicating high levels of development. Its growth was slow but constant, while in Morocco it grew rapidly during the middle of the period analyzed, and then present some stagnation. Main conclusions are the following. The autonomous territories of the North obtain better HDIs than those of the South, with a differential of approximately 25% between the extreme values. Negative influence of the Education Index in the Autonomous Cities. The territories remain in similar positions during the period studied.
