Abstract

The use of ICT is increasingly influencing the development of the economy and society, and therefore, make it necessary to take into account the measurement indicators when analyzing human development in a territory. In response to this need, the ICT Development Index (IDT), proposed by the International Telecommunication Union, emerged. The present paper presents a model that will help us to relate the IDI and the Human Development Index (HDI). To this end, the countries of the Mediterranean basin are taken as a sample of analysis, since having important differences measured in human development, will serve to know if the differences in their technological development are greater or less, during the period 2000-2014. It can be seen from the document that the countries of southern Europe obtain values considerably higher than North Africans in both indices and the correlation between these is positive with a 95% confidence level, but the average increases of the indicators are higher In countries less developed than the most developed countries, their differential is decreasing. The gap in human and technological development between these countries may be further diminished if the growth of technological development in less developed countries (more than 30 per cent) continues to be faster. Therefore, we consider that the indicator that measures ICT, even though it is not counted in the HDI calculation, if it is highly interconnected with each of its parts.
