Abstract

The United Nations, and particularly the Security Council, is in charge of the system of collective security, and almost from the outset embarked on a practice that has become the most visible symbol of its role in international peace and stability: peacekeeping operations. The path taken by peace operations has led to the establishment of international transitional administrations which, in some cases, will exercise some of the inherent powers of state sovereignty.
