Resumen

La irrupción de la enfermedad COVID-19 declarada como pandemia ha afectado a las poblaciones de todos los países del mundo, aunque en diferente grado y con diferentes implicaciones en el bienestar social y en la salud de determinados grupos vulnerables. La respuesta institucional a la pandemia ha puesto de manifiesto la importancia de reforzar en situación de crisis la actuación de los servicios esenciales y de adoptar medidas intersectoriales para tratar o reducir sus daños asociados, más allá de buscar soluciones únicamente biomédicas dirigidas a prevenir o frenar su impacto. Este trabajo presenta una revisión teórica sobre la actuación en primera línea que han desempeñado los servicios sanitarios y los servicios sociales y sus profesionales como servicios esenciales, destacando el papel realizado por el trabajo social en ellos en tiempos de pandemia. El propósito es valorar de forma global e integral cómo su rol y funciones principales de promoción, prevención y atención social y sanitaria (a nivel micro, meso y macro) contribuyen a garantizar los derechos sociales y sanitarios de las poblaciones más desvalorizadas y desprotegidas mediante prácticas de atención centradas en las necesidades de las personas desde una perspectiva multidimensional a nivel micro, meso y macro. La pandemia ha mostrado, una vez más, cómo la actuación profesional en la primera línea debe adaptarse y transformarse en prácticas innovadoras y creativas comprometidas con la justicia social y los derechos humanos de las poblaciones más vulnerables, y contextualizadas en el marco de unos servicios sanitarios y unos servicios sociales, ya de por sí desmantelados y sobrecargados, en situaciones de emergencia y acentuación de la vulnerabilidad.
