Resumo

Water is used as an instrument of power, with a strong media projection based on alleged economic arguments that distort and relegate to the background its social, cultural, and environmental values. From the vision of unlimited growth, neoliberal ideology creates some relationship water policies with development, sustainability, solidarity and justice. This vision manipulates these concepts, generating increasing social conflicts and problems of unsustainability. Meanwhile, the public misinformed and manipulated still believe, although with growing doubts, in the goodness of the dominant discourse, although it is away from the general interest. The aim of this paper is to analyze the ideological construction of discourse and reflect on the information and opinions of citizens.To achieve this, we first present an approach to the ideology of the water, determining its main arguments and their relation to economic interests beyond the common good, and provide data on the level of information and public opinion.The methodology used has been the analysis of bibliographic material from different sources, in general contributions from experts in political communication and water resources management, and studies and reports that provide data on public opinion, water and the environment.
