Resumen

Este trabajo se sitúa en el contexto de las políticas “blandas” de integración de inmigrantes de la Unión Europea. Desde la perspectiva de la “antropología de las políticas públicas” y los “estudios sobre gubernamentalidad”, analiza dos instrumentos recién constituidos en este marco: los “Principios Básicos Comunes” (PBC) y el “Fondo Europeo para la Integración” (EIF). Ilustra el contexto de nacimiento y la lógica de funcionamiento de estos instrumentos, así como su valoración por parte de los actores implicados en la elaboración/implementación/evaluación de las relativas políticas públicas. Se vale tanto de la búsqueda documental como de la observación directa y las entrevistas a las partes implicadas. Llega a la conclusión de que el conjunto constituido por los PBC y el EIF puede ser considerado una “tecnología de gobierno”, orientada a la alineación de la conducta de los actores con los objetivos gubernamentales y vertebradora de prácticas y saberes determinados. También pone de relieve una característica intrínseca de muchas políticas públicas: su “fracaso congénito”, al ser éstas (a menudo) cuestionadas y resignifi cadas por actores situados e insertos en relaciones de poder asimétricas.
