La devaluación del dinero como problema constitucional. El ejemplo histórico de la libra esterlina

Resumen

Probablemente uno de los principales problemas del capitalismo como sistema económico, lo constituya el problema de sus excedentes, que lo convierte en un sistema inestable que genera déficit y excedentes de capital. Si bien en el ámbito nacional este problema ha sido afrontado desde el constitucionalismo económico, fundamentalmente a través del principio de solidaridad, la ausencia de una autoridad monetaria internacional ha llevado a su corrección mediante el mecanismo de la devaluación monetaria, duramente rechazado por el constitucionalismo neoliberal. El presente trabajo pretende estudiar las repercusiones que un acto sencillo como la devaluación representa en relación con los consensos constitucionales. La elección de la devaluación llevada a cabo por el Primer Ministro laborista Harold Wilson en 1967 como objeto del análisis, nos ha ayudado a analizar los distintos modelos confrontados. Un análisis que no es meramente histórico, sino que pretende contribuir a entender las claves de la batalla por la consideración de una moneda como divisa de reserva internacional, como ya ocurre en relación con la divisa china.
