Abstract

This work is part of the area of inclusive education management, because it is concerned to investigate the exercise of the right of access to school, to remain in it and also to offer a meaningful learning to students in situations of discrimination because of their functional performance. In this scenario, the central question of the thesis is situated: how the management of inclusive education occurs, taking into account the macro perspectives (international conferences, developments and translations in national policies), in the context of Brazil and Spain, and the micro perspectives (the articulations and daily reconstructions in normative formats and in the form of organizational practices, with special attention to the management processes and perceptions of the faculty) in Brazil. That said, this thesis aims to analyze the historical evolution of the concepts and educational practices related to students who are in a situation of discrimination because of their functional performance. It is also one of the objectives of this study to build and validate the School's Perception Scale on the Right to Inclusive Education (EPEDI-1) and also to know the conceptions of teachers about pedagogical and management practices, which, according to the perception of their own professional practices, better contribute to the construction of an inclusive school. The objectives listed aim to contribute to the construction of an inclusive system, based on the implementation of EPEDI-1. Public education policies in Brazil and Spain are presented in this investigation as a benchmark, in view of the current rules governing the right to inclusive education at the international level, as well as the United Nations International Convention on the Rights of Persons with Disabilities (CDPD) ratified by both Brazil and Spain. Inclusive education needs a change of society as a whole, a new look and place for people in situations of discrimination because of their functional performance.
